If you want to have a smaller hand picked set of games it's not hard to do but does require some extra steps. What I do is I have rented a seedbox which I use to download a store complete sets from PleasureDome, it takes about 10 minutes to update the set each month to the seedbox. From there I have a hand picked set of games from the Non-Merged rom set because it's "one rom = 1 game", the file contains everything necessary to run the game including bios. I then have a simple plain text list of all the rom zip files which I can copy paste into WinSCP as a filter to only show all those files on my seedbox. Then I can download those files only and only the "new and updated" files get transferred over, it doesn't copy a file that has the exact same time and date. My 430 rom list takes about 5-10 minutes to download on my meager 12 Mbit download speed internet.

How can I output 240p or 480p from a laptop to LCD HDMI TV?

You cannot do 240p at all to an LCD display, thay simply don't accent it and don't know what to do with it. If you hooked an old consoles up to one using composite cables the TV will think it's 480p and the image looks like garbage. 480p you might be able to do with Custom Resolution Utility https://www.monitortests.com/forum/Thread-Custom-Resolution-Utility-CRU if the display accepts it. -
Is there a NeoGeo unibios set to USA/AES as default?

I was actually messing around with this a couple of nights ago and from what I can figure out there is no way to do this with FBA and the Unibios. From what I understand the Unibios requires a NeoGeo memory card to save its settings to and I don't believe this function is emulated. Of course I could be completely wrong and missed something in my internet searching. Now having said all that you can have NeoGeo games load up in AES mode with whatever region you want using the real bios in Mame. The first thing you want is the aes.zip bios file and put that in the folder with your game roms. You will also want to setup a new emulator entry in LB for this because it requires a box checked that Mame does not like for arcade games. You want to have the "Use file name only" box checked.Now for the command line you want: aes %romfile% -bios usa Change usa to japan if you want that region version to load. -

That is quite possible, I didn't even think of that because I didn't really think of Operation Wolf as a light gun game. Unlike other light gun games where the gun is separated and only attached via a cord, Operation Wolfs gun was fixed to the arcade machine and you tilted up/down and side to side so it acted more like an analog stick. -

I'm fairly certain I tried Enemy Zero with the stand alone Mednafen and it did work but not in the RA core. -

I never tried to set it up for those types of games but maybe tweaking settings on a game by game basis will yield useful results for you. -

I set up Star Wars to use a flight stick before and it does take some tweaking of settings to get it to feel better than the default. Maybe the steps that I took will apply to what you are looking for here. -

It's all good, knowing the release group names is not something most people would know. I hope you can get it sorted out the way you want because it seems to be working fine here and I know @Zombeaverhas had success with Saturn multi disk games as well. -

Those aren't sites, they are dumping groups who rip disk images and make sure they are 100% perfect dumps of the game. The best place to get them is probably The Internet Archive. -
Well it's about the easiest to get into because you can make changes while in game and see what happens on the fly, you just have to take note of the changes you like and then edit the raster.ini in notepad after, changes made in emulator do not save out automatically. Derek Moore did a good getting started video.

Try removing the numbers from the start of the file names and of course edit the m3u as well to reflect that change. I'm thinking maybe those numbers are messing with the save file. Honestly though I am just taking guesses here and I have found there are a lot of bad Saturn disk dumps out there, Dark Water and ReDump are known to be good though. -
Not that I am aware of but I am not a shader author / programmer. Maybe there is a way to do it with lots of hand coding but I doubt there is an easy way to do it. Personally I would just tweak the crap out of HLSL rather than try and convert to BGFX, that is what I have done since improvements to HLSL have made it better than BGFX instead of the other way around at the time I wrote this guide.

I think it might be the disk images you have, mine are from the Dark Water release and here are the files. Also, here is how my m3u file looks: Panzer Dragoon Saga (Disc 1 of 4) (USA) (DW0575).cue Panzer Dragoon Saga (Disc 2 of 4) (USA) (DW0575).cue Panzer Dragoon Saga (Disc 3 of 4) (USA) (DW0575).cue Panzer Dragoon Saga (Disc 4 of 4) (USA) (DW0575).cue Make sure your m3u file only has .cue files and no .bin files in it. -

I just tried this with Enemy Zero using stand alone Mednafen and it works. F8 opens the tray, then F6 inserts the next disk in queue, then F8 again to close the tray, then you have to press the button on the CD control screen to start the next disk. I also tried it with Panzer Dragoon Saga and it did work even though I do not have a save file. The 2nd disk loaded up fine and said Continue on the screen but of course it asked what save file to use. Retroarch Saturn disk swapping still might be busted, I was looking at an older thread from 2016 here on the forums and @Zombeaver said it was broken then and it did not work for me when I just tried it. It does work for other systems though. -

Have you checked the Mednafen documentation ? https://mednafen.github.io/documentation/ F6 Select medium(CD, floppy disk, etc.) for selected drive. select_disk F8 Insert/Eject medium(CD, floppy disk, etc.) for selected drive. insert_eject_disk No idea how to swap to a specific disk though. -

That's unfortunate, hopefully the disk swapping works out better for you though. I haven't used it for Saturn but I have used it for some of the computer based systems like the X68000 and it worked nicely. -

I would recommend using the Retroarch Beetle Saturn core which is built off Mednafen, it has a great disk swap feature. -
Yeah, that's how Mame is currently, once you get into the 3D era of games the emulation of them is hit and miss. You are better off looking for console versions of those games if you want to play them. Pleasure Dome is the best and most reliable place for up to date sets but you will need to maintain a good standing and ratio with them. Another site is The Internet Archive which has sets but not quite as up to date.

Yeah, depending on your internet speed / usage caps downloading an entire set can be a bit of a pain but actually finding them is not difficult, Pleasure Dome is the best place but you have to maintain a share to not get blacklisted. The Internet Archive has lots of sets available even though they aren't quite up to the very latest they are pretty close, I Just took a quick look and they have the 209 Merged set. I certainly won't ever recommend anyone update with every release but once in a while you should because of emulation accuracy improvements (ie; Qsound), less bugs (ie; Sunset Riders), more games working (ie; Akai Katana), more video options (ie; HLSL and BGFX shaders).

This message is telling you that the rom is missing files that it needs. If the game was working before then something in the Mame update broke the rom version you had before and you either need to update your roms or roll back to the version of Mame you were using before.
